No. A digital product passport is a defined set of structured data with a registered unique identifier, accessible through a data carrier such as a QR code. The code is only the door that opens it. A passport built in DPPera meets that structure today; registration in the EU registry comes when the registry opens it.

It depends on how many products you have, how scattered your data is and which tool you pick. The dominant cost is usually the internal work of collecting composition, supplier and certificate data, not the software. There is no single date. The obligation arrives group by group, once the act for a product category applies. Batteries come first: from 18 February 2027 a passport is required for light means of transport batteries, industrial batteries above 2 kWh and electric vehicle batteries (this date is certain). Textiles: the act is expected around 2027, with real obligations in 2028-2029. The EU DPP registry has been live since 20 July 2026, but that is infrastructure, not an obligation for companies. For almost all products, no. The EU central DPP registry went live on 20 July 2026 and the technical standards are published, but product-level obligations start with batteries on 18 February 2027. Textiles follow around 2028-2029, furniture around 2029-2030.

Authorities can block sales or order recalls; customs can stop goods at the border by checking the registration identifier. Penalties are national: German drafts go up to 100 000 EUR.

The responsible company's details and the product identifier come in when you publish, because without them it is not a passport, just a pretty page. No. With a GTIN the passport address takes the GS1 Digital Link form. Without one you use your own product code, and the address and QR code work the same way. No EU rule names GS1 as the only way to identify a product.
